Mr. Young served as Chief Counsel to Mayor Rudolph W. Giuliani during his eight years as Mayor of the City of New York. During that time, he was the Mayor’s primary legal advisor on matters involving New York City and had general oversight responsibility for the public safety agencies, including the New York Police Department, the Fire Department of New York, the Office of Emergency Management and the Criminal Justice Coordinator’s Office. He coordinated the Mayor’s judicial selection process as well as major projects that involved several city agencies, including the historic merger of the New York Police Department, Transit and Housing Police Departments and the merger of the Emergency Medical Service with the Fire Department of New York. Mr. Young worked closely with the New York City Law Department on matters including litigation, municipal finance, real estate and economic development.

Mr. Young is a graduate of Tufts University and St. John’s University School of Law. After law school, he began his career working in the United States Senate with United States Senator Jacob K. Javits. He then served as an Assistant United States Attorney in the Southern District of New York. After practicing law privately, he returned to the United States Attorney’s Office with Mr. Giuliani, the newly appointed United States Attorney, and soon became the Deputy United States Attorney (1983-1989). He and Mr. Giuliani thereafter practiced law together as partners at White & Case and what is now Anderson Kill & Olick before heading to City Hall in 1994. Mr. Young organized the transition for the new government. Upon leaving City Hall, he helped found with the Mayor the strategic consulting firm of Giuliani Partners LLC, where he is now a Managing Director.
