Mr. Sheirer is a Senior Vice President at Giuliani Partners and is New York City’s former Commissioner of Emergency Management.  Mr. Sheirer is a public safety expert with three decades of experience in law enforcement and crisis management, including having served as the Deputy Commissioner for Administration for the New York City Police Department and Chief of Staff to the Commissioner. 

Before joining the Police Department, Mr. Sheirer served in the New York City Fire Department for 20 years, with an emphasis on emergency communication issues, and rose to the level of Deputy Commissioner. In February of 2000, he was named Director of the Mayor's Office of Emergency Management where he was responsible for mitigation, preparedness, response and recovery for all emergency conditions requiring the involvement of multiple government agencies.  Mr. Sheirer is a graduate of St. Francis College.
