Mr. Hess is a founding member and Managing Director of Giuliani Partners LLC.  Prior to this, Mr. Hess served as Mayor Giuliani's Senior Advisor in City Hall.  Responsible for designing new initiatives, he oversaw the re-engineering of management throughout New York City government, including the development of the Police Department's CompStat approach to performance measurement and management in nineteen additional city agencies.   

Mr. Hess had previously served as Special Counsel to the Deputy Mayor for Operations in the Giuliani Administration from 1997 to 1999.  A real estate lawyer, Mr. Hess was also an Associate at Tishman Speyer Properties, where he managed the negotiation of major commercial leasing transactions.  From 1994 to 1997, Mr. Hess was a real estate Associate at the Manhattan law firm of Thacher Proffitt & Wood, representing investment banks in commercial mortgage originations nationwide. 

A native New Yorker, Mr. Hess received a Bachelor of Arts degree from the University of Pennsylvania in 1991 and a Juris Doctorate from Fordham Law School in 1994.
